Someone must have roughed your feathers this morning.

Yup! You are in a bad mood...

I do understand your frustration though.

I do not know the local-historical cultural norm of "Little Haiti", although I have been there many times, but I live out of State.

Us New Yorkers are not that fortunate to have such a stately cultural center! There is a lot that you did not mentioned for people to have a global view of the situation.

For instance, who is running the center now?

Who are the CEO's, or its equivalent?

who is maintaining the building?

who is responsible for day-to-day operation?

On what basis are they there?

salaried or volunteered?

Who is/are the booking agent/s?

Do they have an advertisement department?

What about event coordinators?

you know, so on and so forth...

People usually go to events that are coordinated and well advertised and if the events themselves are good, it is a sure bet that they will be back for more. Most of the time, financing a project and a building of this magnitude, require very good fund raisers, grant seekers and money- making- special- event.specialists.

Why stop there?

Do some "out-of-the-box" thinking...

Just a starter list: Use the building with local politicians for meetings.

The center could be a Center of all neighborhood centers for Haitians and non-Haitians alike.

A collaboration between the local schools to use the Center as a meeting place to discuss issues pertaining to the Haitian Community.

The Center could be used as a meeting place/events for local and nation-wide professionals.

The center could also be used as a meeting point for the Haitian Diaspora (This idea alone has its own definition and diameters) In a nutshell, The Center could and should be used in a manner that could generate money and at the same time make it available to the local and non-local people.

I don't want to offend you, W, but being in business has some whorish side to it. In that one has to try to please everybody in order to maximize that profit margin.The point being is that you have to define and maintain your own comfort zone in order to keep your equilibrium.
