Is the Haitian movie industry on the decline

It seems that lately there has not been any good movies coming out from the Haitian film making industry.
What happened?, who is at fault?.Is it The Filmakers?, The Distributers, The consumers or is it Belfim?.
Please can somebody shed some light on this subject.
I am sorry to include Belfim but as the Sole Web promoter for the HFMI(haitian film making industry) if things are not working properly the promotion crew is partly to blame Am I wrong?.
