Instead of requesting as much aid for Haiti, if it is really wanted to solve the problem of Haiti from its base is to update the citizenship of all the Haitians by the one of the USA.
It is not possible advancement on bases of inequality, that is to say, Haitian with citizenship of the USA and Haitians without citizenship of the USA.
In other words, Haitian citizen of Haiti only, who gain only devaluated currency money and not have mobility.

And Haitians citizen of USA, who gain USA dollars and have mobility.
