Fred 'Jean Jean' St. Armand Sr. Biography

Fred (JeanJean) St. Amand, Sr. is a native of Haiti and migrated to the U.S. in the early 1960s. During the years of 1968-1980, Fred started his career as a Senior Clerk Analyst for a Savings Bank. Prior to graduating college in 1981, Fred became the owner of the first and one of the largest Caribbean Money Transfer companies in South Florida named Valparaiso United Services. In 1982, he earned a Bachelor's Degree in Business Administration and Management from Southwestern State University.

In 1984, Fred went on to serve as the Assistant Manager at the Federal Reserve Bank branches in both New York and Florida locations.

In 1986, Fred was appointed as a board member on the Advisory Council by the Florida Crime Prevention Council. From there he was elected Chairperson of North Miami Little Haiti District Sub-Council by the Miami-Dade Police Department.

In 1990, after completing a six hour course in Crisis Response Management with the Miami-Dade Police Departement, Fred received a Certificate of Appreciation by the Miami mayor Exavier Suarez for Citizen's Participation.

In 1993, Fred also received the Outstanding Community Service award, and the Citizen of the Year Award for dedication and commitment to the betterment of the community from Chief Calvin Ross of the Miami-Dade Police Department.

In 1994, Fred was elected Chairperson of the Citizens on Patrol Unit by the Miami-Dade Police Department.

Through his hardwork and dedication to stopping crime in his community, Fred earned the Citizens on Patrol Chairperson of the Year award by Miami Mayor Manny Diaz in 2002. From there, he was appointed by the Miami City Commission Office as one of the 13 Board Members of the Civil Investigation Panel (C.I.P.) which kept a close watch at eliminating any form of police corruption in the community.
