This is completely false.

How do you tell?

Look at the number of the law; it says Public Law 42-576. This is completely inaccurate since public laws are denoted by two sets of numbers separated by a hyphen.

The first set of numbers indicates the Congress that passed this law and the second set of numbers indicates the chronological number of the law passed by this Congress.

For example, say the DREAM Act is the first law passed by the next Congress.

The number would be P.L. 111-01. 111 indicates the 111th Congress and the 01 indicates that this is the first law passed by the 111th Congress.

If this story were true, it would mean that this law is the 576th law passed by th 42nd Congress.

The 42nd Congress held office during the early 1820s, when the U.S. didn't even have a total of 50 states much less any territories.

Also consider the date, November 3, 2006. So let me get this straight.

One day before the November 4 midterm elections, Congress passes this highly controversial law in the wake of the 2006 immigration debate.

Yeah right.
